of the districts where the ore is to be found. The minerals to be mined are gold and coal and probably also copper. I cannot learn, however, that any more definite preliminary steps have been taken, and am informed on good authority that no official communications on the subject have been addressed to the Chinese authorities on the island. I think it probable that any important Concessions would not be negotiated locally, but in Peking or Canton. No French gun-boat has visited the port since the beginning of last June, and the two vessels which call—the "Vipère" and the "Kersaint"—on their usual visits, which occur about once every three months, stay only a few hours. It cannot be denied that the officials and people about Hainan regard the French with a suspicion almost amounting to fear, and any small demand is readily complied with; but I have no reason to believe that any demands of an extraordinary character have recently been made, nor that any action of an unusual kind, beyond the contemplated opening of mines, is being taken locally by the French authorities.
